In this paper, the Second Eurasian Continental Bridge is described as the link between the European Union Network and the Eastern China Network. According to this concept, compositions of the European Union Network and the Eastern China Network are described. The situations of international cooperation and ecological environment in Asia, especially in the Middle Asian area, is analyzed, which is centered on transportation. The contents and courses of the Pan-European transport and environment cohesion are stated.

The strategy of western exploitation takes science and technology as the first step and IT industry as the breakthrough point, to avoid rough exploitation and reduce environmental pollution. Thus, digital earth could play an important role in it. In addition, the whole environment should be taken into account for the strategy as well as the interaction and coupling among the environmental elements such as atmosphere, hydrosphere and biosphere, considering the background of global change, as well as the change of Eastern Asia continent. That's just the strongpoint of digital earth, which studies the earth as a whole. Thereby,"digital earth" should be applied in the western exploitation, to transform western information resources into increasing knowledge assets through investment of knowledge capital.

In this paper the geographical background, the water quality characteristics such as water mineralization, basic hydro-chemical type and total hardness in the west Sichuan and north Yunnan, where located the headwater area for transferring the water in south wet region to north dry region in China is located, were discussed in detail. Consequently, the result of water environment and water pollution analysis and evaluation were given. Though monitoring the environmental change it can provide advice for economizing water, disposing water pollution and protecting the ecological environment in the headwater area.

As Internet and telecommunication technology developing in high speed, GIS is facing on excellent developing opportunity. The integration of GIS, GPS, Internet and WAP, or the third generation(3G) mobile telecommunication technologies will enlarge the application marketing share of GIS. And such an integration makes it possible to use GIS to general enterprises and individuals. This paper focus on discuss the application technology about WAP-based GIS.

Spatial analysis function in GIS is used in the project of human settlements research about the northwest of Yunan province. The terrain variation, land slope, and land aspect, and the relationship between residential area and topography of Li-Jiang prefecture are analyzed quantitatively based on the GIS software and spatial database. While the reliable basic information of the further study on the human settlements in Li-Jiang prefecture is applied by the results of above analysis, the general method and workflow of application of GIS spatial analysis for human settlements research are worked out at the same time.

The hydrological model, which is a technology developed since 1960s,is a kind of mathematical methods for simulating the hydrological process in the watershed. The the simulation of hydrological process can be divided into two sub-hydrological process, one is the runoff generation simulation and the other is the routing of flow.In the lumped hydrological model the hydrological variable and parameter are assumed as uniform in the whole basin. Due to the Geography Information System technology the distributed hydrological model, which can dea with variety of hydrological variable and hydrological parameter, had got more attention and development. In addition the spatial information, needed by the distributed hydrological model, can be got more easily because of the development of the Remote Sensing technology.

To set up coastal wetland resource & environment information (CWREIS) with GIS, it is a active method to carry out the scientific management and ensure the sustainable development in the coastal area. CWREIS, as a practice GIS, its construct system and main idea are discussed. Then some suggestions are put forward to maintain and develop the stability and function of system , including the following:(1)acquiring spatial and attribution data to make use of the technique of RS and GPS;(2)in building database to combine the Object-Oriented Database method;(3)enlargjng the spatial analysis ways on the basic technique of traditional GIS.

The approach of detecting forest vegetation changing formation was discussed here with the example of Lushui County of Yunnan Proince. It includes four steps. Firstly, the LANDSAT TM imagery acquired in 1988 was geometrically corrected, and the LANDSAT TM imagery acquired in 1999 was registrated to it. Secondly, NDVI imageries were produced respectively from the LANDSAT TM imageries. Thirdly, the different imagery of NDVI between 1999 and 1988 was formed. Finally, the thresholds of detecting forest vegetation changing information from the different imagery was decided by visual interpreting the false color composite imagery of 1999 and 1988. The forest vegetation changing information was extracted from the different imagery with the thresholds. The cloud and snow information were used to get rid of some false changing information from the forest vegetation changing information. It is shown that forest vegetation changing information can be detecting out by the approach.

With the advance of the society and economy,Landuse is changing rapidly.Which results in the difficulties in timely dynamic monitor and updating the information of land use using traditional methods. Therefore,A better method to solve this difficulity. This paper discusses the principles and methods for dynamic monitoring landuse changes and timely updating the database of landuse using the morden spatial information technology, which are called '3S' technology, and provides the system development model and technique system by studying on the application principle about implementing dynamic monitor and updating for land use change by combining RS and GPS. Change data delamination and integrating analysis,object-oriented superposition-updating process and establishing the data fusion index are key technologies.
